DUNGOG IP Festival 2009 Press Conference

                The National Commission for Culture and the Arts, Sub-commission on Cultural Communities and Traditional Arts, in partnership with the Provincial Government of Capiz, will be holding the celebration of the historic Dungog: Indigenous Peoples Festival 2009 here in Roxas City, Capiz on October 2-6, 2009.

                Dungog IP Festival Press ConferenceA big event of celebration and festivities bound for culture education and learning of the different cultural expressions of over 100 ethno-linguistic communities all gathered together to celebrate and showcase the profuse and diverse customs and traditions of different ethno-linguistic communities which are all undoubtedly worthy to be proud of.

                Indigenous peoples (IP’s) coming from distinct places in the Philippines mainly Luzon, Visayas, and Mindanao, of over 18 major communities will be featured, and expected 300 participants will witness the said event including 40 international visitors representing the ASEAN will arrive to participate in the forthcoming IPs Festival here in Roxas City, Capiz.

The Provincial Government of Capiz and all the governing/in-charge bodies in the celebration of Dungog: Indigenous Peoples Festival 2009, held its Press Conference at the Villareal Stadium, Swimming Pool last September 23, 2009. Organized by the Capiz Provincial Press Bureau headed by Mr. Edward Basilonia, the conference gathered the presence of all media people of the City and the Province to bring their query and as well as critic the results of the preparation of the festival. The media folks assured their utmost support on the event and will help boost up the promotion of the festival. The said Press Conference was duly attended by the people behind this affair. Leading among them was our beloved Governor of the Province of Capiz, Gov. Victor A. Tanco, who has truly been enthusiastic in promoting and uplifting the local tourism of the province. The presence of Mr. Alphonsus “Al” Tesoro, Capiz Provincial Tourism Officer, was highly recognized for his eagerness, being the Festival Director, in the pursuance of this event. Present also on the center stage were the Capiz Provincial Administrator Mr. Zoe Herrera Jr., Board Member Alfonso “Bo” Bediones, Col. Josephus Angan-Capiz Provincial Director (PNP) and Atty. Bunggad signals the formal opening of the celebration of the Capiztahan 2009 – the108th Foundation Day Commemoration of the Civil Government of Capiz, April 13-15, 2009. A flag raising ceremony of the Capiz Government, City and all municipal banners was held in front of the Capitol Building.  An opening program followed after the flag raising.

 

This year’s CAPIZtahan theme is: “Pagpasanyug sang kultura sang maayo nga Panghimanwa Padulong sa Tayuyon nga Katin-aran.” (Enhancement of Culture of Good Governance Towards Sustainable Development”.

The special guest of this years opening program of the Capiztahan 2009 are  Edwin G. Trompeta, Regional Director (R6) of Department of Tourism and Cecile Guidote-Alvarez, Executive Director of the National Commission for Culture and the Arts.

 

Governor Tanco delivered his welcome remarks and emphasized the commemoration of the hard works made of those great Capiznons in the past of building the Civil Government of Capiz through the United States Philippine Commission Act No. 1115, entitled “An Act Extending the Provisions of the Provincial Government of Capiz on April 15, 2001.  Gov.

 

Through the spirit of this celebration, Governor Tanco challenged all the true-bloodied Capiznons to

“Let our culture of selfless service for our province and our fellow “kasimanwa” emerge in us – in mutual partnership between you and your government, as we were made as ONE PROVINCE, and so, we are ONE PEOPLE.”

 I. Capiztahan Rationale

                  The United States Philippine Commission through Act No. 115, entitled “AN ACT EXTENDING THE PROVISIONS OF THE PROVINCIAL GOVERNMENT ACT TO THE PROVINCE OF CAPIZ” established the Provincial Government of Capiz (April 15, 1901).

                 REPUBLICT ACT NO. 9217 of the House of Representatives, otherwise known as the declaration of April 15 of every year as Pres. Manuel Acuña Roxas Memorial Day (a special non-working holiday for the entire Capiz Province and Roxas City).

                 The Sanguniang Panlalawigan of the Province of Capiz passed and approved ORDINANCE NO. 02-S-2003, entitled “AN ACT DECLARING APRIL 15 OF EVERY CALENDAR YEAR AS THE FOUNDATION DAY OF THE PROVINCE OF CAPIZ AND TO CELEBRATE SAID OCCASION WITH FITTING ACTIVITY.” (February 21, 2003).

               The present administration, hold sacred the historical past, culture and legacies left by our forefathers who guided and chartered the province of Capiz to what it is at present and consistently adhering to the slogan “Labi Sa Tanan Ang Tawo”, it is but fitting that this forthcoming 108th Foundation Day of the Province be remembered and celebrated not only by the provincial government and the other LGUs but with multi-sectoral participation.

Every November 1, all Filipinos celebrate the feast of all Souls, respecting and fondly remembering the deceased relatives, friends and loved ones. However, looking at the calendar this date should be the time to venerate all the saints’ but as the years go by, people prefer to celebrate it on the second of November.
